Civic Issues
Topics getting the most attention in Milford public meetings, ranked by how frequently they are discussed.
9 issues in roads
10th Street and Walnut pedestrian safety
A resident reported serious crashes and long light waits at the Wawa/Airport Plaza area, suggesting signal timing changes, a center turn lane, or temporary police direction. Safety concerns are especially acute during school dismissal.
Milford Ponds Streets Final Acceptance
Resolution 2026-17 would accept Milford Ponds Streets Phases 1-9 and 1-10A as city-maintained public streets, shifting maintenance responsibility to the city.
KCI Pavement Rehabilitation Proposal
Council signed off on a $90,200 KCI contract to evaluate, design, and bid paving work on nine city roads using FY26 street paving funds.
US 113 Pathway Phase 1 DelDOT Agreement
Councilmember Marabello raised the lack of a crosswalk on Route 113 where pedestrians regularly cross, noting past fatalities. It's a state highway, so legislators have already been approached.
Rehoboth Boulevard corridor traffic safety
Councilmembers flagged dangerous turning movements at Rehoboth Boulevard/Route 14 and chronic congestion on the corridor; planning staff noted a Dover/Kent MPO corridor study has identified deficiencies and the city will keep pressing the state.
DelDOT Agreements and Pathway
The council was scheduled to authorize a DelDOT agreement for NE Front Street improvements from Rehoboth Boulevard to SR1. This corridor work could affect traffic and access for drivers and businesses on Milford's northeast gateway.
Aging infrastructure lagging new development
Residents say existing streets are deteriorating while new phases get approved under decades-old standards. Councilmembers cited this in the Cypress Hall denial.
Banner School Area Flooding and Pond Expansion
A Northwest Fourth Street resident has dealt with flooding since 2018. The Banner pond study is complete — the basketball court stays, but the pond can only expand modestly — and a Fourth Street drainage project is in the FY25/FY26 budget with KCI evaluating the whole area. Public Works will meet with the resident.
Northeast Front Street Flooding
Councilman Marabello pressed staff on repeated flooding of Northeast Front Street (Route 14) near the police station, which has flooded twice this summer and poses dangers for fire and police emergency response. Staff explained the area drains to a Kent County pump station and pipes discharge underwater into the river, and a consultant study is underway.
