Griffith Lake Estates Stormwater Maintenance District Extension
The county proposed extending its stormwater maintenance district to the 127-lot Fork Landing West neighborhood near Frederica after a majority of owners petitioned for it. Residents there would see a $25-per-parcel charge starting with the 2027 tax bill, and the county would take over maintenance of the stormwater ponds and infrastructure.
Sewer connections outside the Growth Zone for previously skipped lots
Some property owners next to county sewer lines built during past septic-elimination projects were never offered a hookup — either they declined or their lot was vacant at the time. Ordinance LC26-16 would let them petition to connect, under strict conditions. It matters if you own one of those lots or live near sewer extensions outside the Growth Zone.
Sewer Extension Outside the Growth Zone (LC26-16)
This proposed ordinance change would let owners of certain individual or vacant lots petition to join a sanitary sewer district as part of a septic elimination project — even outside the Growth Zone. A public hearing is set for October 27.
Biosolids capacity expansion inspection services
An amendment with Hillis Carnes for specialized inspection services on the biosolids capacity expansion was scheduled — part of the county's wastewater infrastructure investment.
Quicklime Chemical Contract Bid Award
Public Works awarded a quicklime supply contract, a routine procurement that supports county operations such as water treatment.
11% Sewer Rate Increase
Sewer user rates in Disposal District No. 1 rose from $3.80 to $4.24 per thousand gallons, roughly $50 a year for a typical household. Two commissioners objected that the advisory board recommended only 3% and the utility is running a $460,000 surplus with no plan to spend it.
Twin Maples Septic Elimination Project
Two neighborhoods could get public sewer — Barrett's Chapel Road Subdivision and Twin Maples Mobile Home Park near Kenton. Public hearings are set for February 10, 2026.
Central water with fire protection for major subdivisions
A proposed ordinance would require central water service with fire protection for all major subdivisions of 11 or more lots, aligning water rules with sewer rules. Public hearing May 26 — developers and rural residents should pay attention.
Diffuser Replacement Project at Wastewater Facilities
The county will spend about $800,000 from retained earnings to replace 936 aging diffusers in the wastewater treatment plant's aeration basins, keeping the plant compliant with its environmental permit while a larger capacity upgrade is planned.
Delmarva substation modernization near Harrington
Delmarva Power can now replace the control building at its existing substation south of Harrington with a larger one, supporting electric reliability in the area. The substation predates zoning by decades, and the Regional Planning Commission unanimously recommended approval.
140-foot water tower with large sign near Felton
Tidewater Utilities wants to build a 140-foot water tower on Firetower Road — 60 feet taller than zoning allows — with a 672-square-foot sign near the top. Staff supported the tower height for water pressure but said the sign is far bigger than anything else in the area and recommended denying that part.
Sewer service for Little Creek Wildlife Area
The state's Fish and Wildlife division gets county sewer service for its Little Creek property, with the state paying all permit and impact fees and required pump station upgrades.
Sewer service extension for Aquila Farm subdivision
A 52-duplex subdivision in the Double Run area will connect to county sewer, with the developer footing the bill for design, construction and fees. It supports new housing growth within the Primary Growth Zone.
Rescinding $5.4 million in state loans for pipeline assessments
The county no longer needs two state loans totaling $5.4 million for water pipeline inspections — one project was funded by federal ARPA money and the other is no longer being pursued. The county plans to seek a new loan for countywide pipeline repair instead.
Regional Sewer Advisory Board bylaws (Ordinance LC25-05)
Levy Court introduced an ordinance updating the Regional Sewer Advisory Board's bylaws. The public gets to weigh in at a hearing on March 10 before any final vote.
